Bill of Quantities vs Specifications


Tendering with a Bill of Quantities has advantages, but certainly also disadvantages, compared to specifications. It is mainly about where responsible responsibilities and risks are allocated. Traditionally in the Netherlands, specifications are put out to tender, an extensive technical description of the quality and technical principles of the elements to be supplied. A contractor is still responsible for calculating the correct quantities to arrive at the tender.

With a Bill of Quantities (Quantitative Book), the quantities are supplied by the client and the tenderers must deliver a unit price based on the desired quality. A big advantage of a BOQ is that the registrations are well comparable, and that this is a clear basis for possible settlement of extra and less work. A disadvantage is that the responsibility for the correctness of the quantities rests with the client, and that quantities must be tested continuously during the implementation.

Writing Bill of Quantities


It is also important for a Bil of Quantities that documents are complementary and do not contradict each other. Furthermore, with a Bill of Quantities the quantities must be correct and complete, if quantities are missing or incorrect, you will receive a comparable offer, but certainly not the correct price.
