FIRST Rotterdam is a double towered structure of over 120m high, above a wider base building. New offices, restaurants, shops and apartments are being created and part of the complex retains the old, round domed building of the Building Centre, a listed building.<\/p>\n<p>The whole complex is targeted for\u00a0completion\u00a0in 2016.
